Following the appointment of a new Director of Children’s Services (DCS) in a Local Authority, a Capita Strategic Children’s Services consultant was procured as an interim manager to lead the SEN/Inclusion Division whilst simultaneously providing a change management role to targeted areas of poor performance. School exclusions in the Authority had been increasing year on year; the Behaviour Support team had lost momentum and the Tuition Service was finding it increasingly difficult to provide the statutory education requirement for children out of school
The consultant took the lead in developing a Behaviour Strategy which engaged senior managers, schools and other stakeholders in a collaborative approach to change. There were three phases to the work – scoping/audit and implementation. A key feature of the implementation phase was to use the principles of Results or Outcomes Based accountability to support the Behaviour Steering Group in strengthening stakeholder engagement and build momentum.
