In 2007, a central England LA’s attainment at Key Stage 2 was amongst the lowest in the country. The LA needed to improve rapidly the progress and attainment of pupils in these schools. Capita Strategic Children’s Services was procured to identify the barriers to learning and progress. .
At the end of the project KS2 results and strategic leadership at school and LA level were considerably strengthened and results at Key Stage 2 had improved significantly. Nineteen of the twenty schools were performing above the floor targets and were no longer categorised as ‘hard to shift’.
