Client Issue

Capita Consultants held interim management posts as the manager of the Performance Team and the manager of the Strategy and Policy Team in order to support the authority’s children’s services to develop;

A performance culture across the directorate based on shared understanding , clear purpose and results based accountability

Both roles involved the day to day management of the respective service areas

Development of the use of data

Consistent implementation of performance management was across the Directorate.

Outcomes

Development of performance management closely allied to service planning, data management and a cycle of performance reports for the senior management team

Improved communication between the two service areas and the commissioners

Production of an annual work schedule for the Performance Team and a clarification of the role and purpose of the Data Base Team.

Improved team and working ethos

Better understanding of the role of commissioners in relation to data and performance

Identification of gaps in data and proposals for the management of data in consultation with Heads of Service

Review and refinement of data sets for needs analysis and better systems for developing data sets for a range of different purposes eg LAA

Lessons learned

Interim managers can bring about rapid innovation through the modelling of effective working practices. This is powerful when they are in complimentary roles and when they ensure that approaches are consistent and in line with client priorities.
